Can I build a digital newspaper on Wix?

You can publish articles, yes. What you will not have is the newspaper business: ad slots with dates and measurement, advertiser proposals, your own newsletter and social assets. That is not a template question, it is a whole system around the article.

When is Wix or Squarespace enough?

When the site is a shopfront: who you are, what you do, how to reach you. If nobody has to book, buy, publish or get paid through it, a page builder is plenty and paying more makes no sense.
